On December 1, 2020, Amazon Web Services Korea LLC ("AWS Korea LLC") replaced Amazon Web Services, Inc. ("AWS Inc.") as the AWS cloud services seller for AWS accounts located in South Korea. From December 1, 2020, Amazon Web Services Korea LLC issues either Value Added Tax (VAT) invoices or credit card payment slips on all cloud services provided to South Korea accounts. Please note for AWS Training and AWS Professional Services, AWS Korea LLC continues provide the service and issue either VAT invoice or credit card payment slip.

On November 1, 2023, AMCS Korea replaced AWS Korea LLC as a Seller of Record of certain AWS communications-related services provided in Korea (AWS Cloud WAN, AWS Ground Station, and PSTN features of Amazon Connect Customer, Amazon Chime, and Amazon Chime SDK) for accounts located in Korea. From November 1, 2023, AMCS Korea also issues either VAT invoices or credit card payment slips for those services. Please note for AMCS LLC telecommunication services provided outside Korea (AWS Cloud WAN and PSTN features of Amazon Connect Customer, Amazon Chime, and Amazon Chime SDK), AWS Inc. continues to issue invoices.

On April 1, 2025, AWS Korea LLC replaces AWS Inc.as a facilitator of certain AWS Marketplace products purchased made by customers with accounts located in Korea. From April 1, 2025, AWS Korea LLC also issues either VAT invoices or credit card payment slips for all products sold directly by third party sellers (“3P products”) in the AWS Marketplace, except for Amazon Bedrock. Please note for all products sold by AWS or Amazon-affiliated entities (“2P products”) or 3P products sold using Amazon Bedrock, AWS Inc. continues to issue invoices. 

From April 1, 2025, as a Marketplace facilitator, AWS Korea LLC issues the VAT invoices for each transaction as below:

1. Non-Korea addressed Independent Software Vendor (“ISV”) directly sells the products to Korea-addressed AWS account: Per Article 53 of VAT Law [Special taxation on supply of service by foreign business], the Marketplace facilitator, AWS Korea LLC is deemed to provide the service and issues a VAT invoice in the name of AWS Korea LLC.
2. Korea addressed ISV directly sells the products to Korea-addressed AWS account: As a Marketplace facilitator, AWS Korea LLC issues a consignment VAT invoice (in this case, Korea addressed ISV is the seller on the consignment VAT invoice).
3. CPPO transaction where a non-Korea addressed ISV sells to Korea-addressed Channel partner (“CP”) and the same CP sells to Korea-addressed AWS account:
   1. For 1st leg between ISV and CP, per Article 53 of VAT Law [Special taxation on supply of service by foreign business], the Marketplace facilitator, AWS Korea LLC is deemed to provide the service and issues a VAT invoice in the name of AWS Korea LLC;
   2. For 2nd leg between CP and AWS account, as a Marketplace facilitator, AWS Korea LLC issues a consignment VAT invoice (in this case, Korea addressed CP is the seller on the consignment VAT invoice).
4. CPPO transaction where a non-Korea addressed ISV sells to non-Korea-addressed CP and the same CP sells to Korea-addressed AWS account: 
   1. For 1st leg between ISV and CP, the supply is made between two foreign entities in foreign country; thus, no VAT invoice will be issued; 
   2. For 2nd leg between CP and AWS account, per Article 53 of VAT Law [Special taxation on supply of service by foreign business], the Marketplace facilitator, AWS Korea LLC is deemed to provide the service and issues a VAT invoice in the name of AWS Korea LLC.
5. CPPO transaction where a Korea addressed ISV sells to Korea-addressed CP and the same CP sells to Korea-addressed AWS account:
   1. For 1st leg between ISV and CP, AWS Korea LLC issues a consignment VAT invoice (in this case, Korea addressed ISV is the seller on the consignment VAT invoice); 
   2. For 2nd leg between CP and AWS account, as a Marketplace facilitator, AWS Korea LLC issues a consignment VAT invoice (in this case, Korea addressed CP is the seller on the consignment VAT invoice).
6. CPPO transaction where a Korea addressed ISV sells to non-Korea-addressed CP and the same CP sells to Korea-addressed AWS account:
   1. For 1st leg between ISV and CP, the zero-rate is applied to the export of service; thus, no VAT invoice will be issued; 
   2. For 2nd leg between CP and AWS account, per Article 53 of VAT Law [Special taxation on supply of service by foreign business], the Marketplace facilitator, AWS Korea LLC is deemed to provide the service and issues a VAT invoice in the name of AWS Korea LLC.
7. Please note that in case the same legal entity with same Tax Registration Number (also known as a TRN, Business Registration Number (BRN), VAT Number, VAT ID, or VAT Registration Number) sells and purchases the products in the Marketplace facilitated by AWS Korea LLC, the transaction is regarded as self-supply of the service and no VAT invoice is issued. 
   

For AMCS LLC telecommunication services provided outside Korea (AWS Cloud WAN and PSTN features of Amazon Connect Customer, Amazon Chime, and Amazon Chime SDK) and AWS Marketplace 2P products and 3P products sold using Amazon Bedrock, AWS Inc. continues to issue invoices. If you are a VAT registered business, if you do not register your Tax Registration Number (TRN) on the Tax Settings page of the AWS billing console, your purchase will be regarded as a B2C transaction and VAT will be charged by AWS Inc.. If you are a VAT registered business, you must enter your Tax Registration Number (TRN) on the Tax Settings page. If you are a tax-exempt business and have provided your TRN, please continue to self-account for Korean VAT.

Please visit the  Payment Methods page of the AWS Management Console to confirm/update your billing address. Additionally, please visit the  My Account page of the AWS Management Console to confirm or update your contact address.
If you are a VAT registered business, please visit the  Tax Settings page of the AWS Management Console to update the following. Please note that VAT invoices will not be issued if you do not provide the following:
- If you have a Tax Registration Certificate, please upload the latest copy of the certificate.
- Please input the Tax Registration Number (also known as a TRN, Business Registration Number (BRN), VAT Number, VAT ID, or VAT Registration Number), the Line of Business (Category), Items of Business (Sub-category) and Business Representative Name (need to match certificate) and verify if they match with your Tax Registration Certificate.
- Please provide the e-mail address where you would like the VAT invoices to be sent to. We would recommend providing a distribution e-mail list if you would like the VAT invoices to be sent to multiple recipients.

AWS determines the location of each individual AWS account, based on certain information, including your Tax Registration Number (“TRN”), your billing address and your contact address. If you are registered and have provided your TRN, your location will be determined to be in Korea. If you do not have a TRN or if you have a TRN but do not provide it, your location will be determined using your billing address or contact address.

2020년 12월 1일부터 대한민국에 주소를 둔AWS 계정의 AWS 클라우드 서비스 공급자가 Amazon Web Services, Inc. (“AWS Inc.”)에서 Amazon Web Services Korea LLC (“AWS Korea LLC”)로 변경되었습니다. 2020년12월 1일 이후, AWS Korea LLC는 대한민국 계정의 모든 클라우드 서비스에 대하여 세금계산서 또는 신용카드 매출전표를 발행하고 있습니다. AWS 교육 및 Professional 서비스에는 변동이 없으며, AWS Korea LLC에서 계속해서 서비스를 제공하고 세금계산서를 발행합니다.

2023년 11월 1일부터 대한민국 내에서 제공되는 특정AWS커뮤니케이션 관련 서비스 (AWS Cloud WAN, AWS Ground Station, Amazon Connect Customer, Amazon Chime 및 Amazon Chime SDK의 공중전화망(PSTN) 기능)의 공급자가 AWS Korea LLC에서 AMCS Korea로 변경되었습니다. 2023년 11월 1일 이후, AMCS Korea는 대한민국 내에서 제공되는 특정 커뮤니케이션 관련 서비스에 대하여 세금계산서 또는 신용카드 매출전표를 발행하고있습니다. 다만, 대한민국 외에서 제공되는 AWS 통신 관련 서비스(AWS Cloud WAN, Amazon Connect Customer, Amazon Chime 및 Amazon Chime SDK의 공중 전화망 (PSTN) 기능)의 경우, AWS Inc.에서 계속해서 인보이스를발행합니다.  

2025년 4월 1일부터 구매하는 일부 AWS Marketplace 제품에 대해 대한민국에 주소를 둔 AWS 계정의 마켓플레이스중개자가 AWS Inc.에서 AWS Korea LLC로 변경됩니다. 2025년 4월 1일 이후, 대한민국에 주소를 둔 AWS 계정이 구매한 Amazon Bedrock을 제외한 제3자 판매자가 판매하는 모든 제품(“3P 제품”)에 대하여, AWS Korea LLC가 세금계산서또는 신용카드 매출전표를 발행합니다. 다만, AWS 또는Amazon 계열사에서 판매하거나(“2P 제품”) Amazon Bedrock에서 판매하는 모든 3P 제품의 경우, 계속하여 AWS, Inc.가 계속하여 중개자로서 인보이스를 발행합니다.

2025년 4월 1일부터 AWS Korea LLC가 AWS Marketplace 중개자로서 각 거래 별 발행하는 세금계산서는다음과 같습니다. 

1. 한국에 주소를 두지 않은Independent Software Vendor (“ISV”)가 대한민국에 주소를 둔 AWS 계정에 직접 판매하는 경우: 부가세법 제53조 [국외사업자의 용역등 공급에 관한 특례]에 따라 중개인이용역을 공급한 것으로 보아, AWS Korea LLC가 공급하는 사업자로서 세금계산서를 발행  
   
2. 한국에 주소를 둔 ISV가 대한민국에 주소를 둔AWS 계정에 직접 판매하는 경우: AWS Korea LLC가 중개인으로서 위탁세금계산서를 발행 (이 때, 공급하는 사업자는 한국에 주소를 둔 ISV)
3. 한국에 주소를 두지 않은ISV가 대한민국에 주소를 둔 Channel Partner (“CP”)에게 판매 후, 동 CP가 대한민국에 주소를 둔 AWS 계정에 판매하는 Channel Partner Private Offer (“CPPO”)의 경우: 
   1. ISV와 CP 간의 1차 거래에 대하여, 부가세법 제53조 [국외사업자의 용역등 공급에 관한 특례]에 따라 중개인이 용역을 공급한 것으로 보아, AWS Korea LLC가 공급하는 사업자로서 세금계산서를 발행 
   2. CP와AWS 계정 간의 2차 거래에 대하여, AWS Korea LLC가 중개인으로서 위탁세금계산서를 발행 (이 때, 공급하는사업자는 한국에 주소를 둔 CP)
4. 한국에 주소를 두지 않은ISV가 대한민국에 주소를 두지 않은 CP에게 판매 후, 동 CP가 대한민국에 주소를 둔AWS 계정에 판매하는 CPPO의 경우:
   1. ISV와 CP 간의 1차 거래에 대하여, 외국법인 간에 국외에서 발생한용역 거래이므로 세금계산서가 발행되지 않음 
   2. CP와 AWS 계정간의 2차 거래에 대하여, 부가세법 제53조 [국외사업자의 용역등 공급에 관한 특례]에 따라 중개인이용역을 공급한 것으로 보아, AWS Korea LLC가 공급하는 사업자로서 세금계산서를 발행
5. 한국에 주소를 둔 ISV가 대한민국에 주소를 둔 CP에게 판매 후, 동 CP가 대한민국에 주소를 둔AWS 계정에 판매하는 CPPO의 경우:
   1. ISV와 CP 간의 1차 거래에 대하여, AWS Korea LLC가중개인으로서 위탁세금계산서를 발행 (이 때, 공급하는 사업자는 한국에주소를 둔 ISV)
   2. CP와 AWS 계정 간의 2차 거래에 대하여, AWS Korea LLC가 중개인으로서 위탁세금계산서를 발행 (이 때, 공급하는 사업자는 한국에 주소를 둔 CP)
6. 한국에 주소를 둔 ISV가 대한민국에 주소를 두지 않은 CP에게 판매 후, 동 CP가 대한민국에 주소를 둔AWS 계정에 판매하는 CPPO의 경우: 
   1. ISV와 CP 간의 1차 거래에 대하여, 영세율 대상인 용역의 국외공급이기때문에 세금계산서는 발행되지 않음
   2. CP와 AWS 계정 간의 2차 거래에 대하여, 부가세법 제53조 [국외사업자의 용역등 공급에 관한 특례]에 따라 중개인이 용역을 공급한 것으로 보아, AWS Korea LLC가 공급하는 사업자로서 세금계산서를 발행
7. 동일한 사업자등록번호의 사업자가 AWS Korea LLC가 중개하는 마켓플레이스에서제품을 판매하고 동시에 구매하는 경우, 해당 거래는 용역의 자가공급으로 보아 세금계산서가 발행되지 않습니다. 

1. 한국에 주소를 두지 않은Independent Software Vendor (“ISV”)가 대한민국에 주소를 둔 AWS 계정에 직접 판매하는 경우: 부가세법 제53조 [국외사업자의 용역등 공급에 관한 특례]에 따라 중개인이용역을 공급한 것으로 보아, AWS Korea LLC가 공급하는 사업자로서 세금계산서를 발행

   2. CP와 AWS 계정간의 2차 거래에 대하여, 부가세법 제53조 [국외사업자의 용역등 공급에 관한 특례]에 따라 중개인이용역을 공급한 것으로 보아, AWS Korea LLC가 공급하는 사업자로서 세금계산서를 발행
5. 한국에 주소를 둔 ISV가 대한민국에 주소를 둔 CP에게 판매 후, 동 CP가 대한민국에 주소를 둔 AWS 계정에 판매하는 CPPO의 경우:
   1. ISV와 CP 간의 1차 거래에 대하여, AWS Korea LLC가중개인으로서 위탁세금계산서를 발행 (이 때, 공급하는 사업자는 한국에주소를 둔 ISV)
   2. CP와 AWS 계정 간의 2차 거래에 대하여, AWS Korea LLC가 중개인으로서 위탁세금계산서를 발행 (이 때, 공급하는 사업자는 한국에 주소를 둔 CP)
6. 한국에 주소를 둔 ISV가 대한민국에 주소를 두지 않은 CP에게 판매 후, 동 CP가 대한민국에 주소를 둔 AWS 계정에 판매하는 CPPO의 경우: 
   1. ISV와 CP 간의 1차 거래에 대하여, 영세율 대상인 용역의 국외공급이기때문에 세금계산서는 발행되지 않음

AWS Inc.에서 계속 인보이스를 발행하는 대한민국 외에서 제공되는 AWS 통신 관련 서비스(AWS Cloud WAN, Amazon Connect Customer, Amazon Chime 및 Amazon Chime SDK의 공중 전화망 (PSTN) 기능)과 AWS Marketplace의 2P제품과 Amazon Bedrock에서 판매하는 모든 3P 제품의 경우, 세금 설정(Tax Settings) 페이지 에서 사업자등록번호를 입력하지 않으면 개인고객이 구매한 것으로 보아 부가가치세가 청구됩니다. 한국에서 사업자로 등록이 되어 있는 고객의 경우, 세금 설정(Tax Settings) 페이지 에서 사업자등록번호를 입력해 주시기 바랍니다. 고유번호를 입력하신 면세 사업자의 경우 부가가치세에 대하여 계속하여 대리납부 하시면 됩니다.

귀하가 한국계정을 가지고 계신 경우, AWS Management Console의  결제 방법(Payment Method) 페이지를 방문하여 청구지 주소(Billing address)를 확인하고 최신정보로 업데이트합니다. 또한 AWS Management Console의  내 계정(My Account) 페이지 를 방문하여 연락처 주소(Contact address)를 확인하고 최신정보로 업데이트합니다.
귀하가 한국에서 사업자로 등록이 되어 있는 고객인 경우, AWS Management Console의  세금 설정(Tax Settings) 페이지 에 방문하여 다음의 정보를 기입하시기 바랍니다. 정보를 기입하지 않으면 세금계산서가 발행이 되지 않기 때문에 주의하시기 바랍니다.
- 사업자등록증이 있는 경우 사업자등록증 최신 사본을 업로드합니다.
- 사업자등록번호와 사업자등록증 상의 기타 정보(업종, 업태 및 대표자이름 등)을 입력하시고 사업자등록증 상의 정보와 일치하는지 확인합니다.
- 세금계산서를 받을 이메일 주소를 추가합니다. 세금계산서를 여러 수신자에게 보내려면 Distribution email list에 수신자 이메일을 추가하시면 됩니다.

AWS는 귀하의 사업자등록번호, 청구지 주소 및 연락처 주소를 기반으로 각 개별 계정의 국가를 판단합니다. 만약 사업자등록번호를 기입하신 경우, 한국의 계정으로 인식됩니다. 만약 사업자등록번호가 없으시거나 사업자등록번호가 있음에도 불구하고 기입하시지 않은 경우, 귀하의 청구지 주소 및 연락처 주소를 기반으로 계정의 국가가 판단됩니다.
